Ball at rest moved

In a medal round at Les Mielles, the player’s tee shot on 8th has landed on the green about 2 foot from the pin! Fellow competitor chips onto the green and her ball hits the first ball and both roll away from hole.

Rules:

If a fellow competitor, her caddie or equipment moves the player’s ball, touches it or causes it to move, there is no penalty. If the ball is moved, it must be replaced. (Rules 18-4)

A player has played from a wrong place if she makes a stroke with his ball in play when the Rules require a moved ball to be replaced (Rule 20-7a)

Penalties:

Matchplay – if a player makes a stroke from a wrong place, she loses the hole (Rule 20-7b)

Strokeplay – if competitor makes a stroke from a wrong place, he incurs a PENALTY OF TWO STROKES. (Rule 20-7c)

Action: The first player on the green must replace his ball to its original place. The fellow competitor has no penalty as ball played off the green, she plays her ball where it lies. In this case the first player did not replace ball and therefore incurred a two stroke penalty. If the Committee organising the competition deemed this action to be to be players advantage then she can be DISQUALIFIED. As the player did not know the rule, the two strokes were not added to the score and the scorecard was submitted with the wrong score and so the player was DISQUALIFIED under Rule 6-6b. If the player had checked the rule before submitting the card the penalty would have been applied and the correct score submitted for the competition.
